7. Black Americans are more likely to be disenfranchised because of a felony conviction.

Most U.S. states restrict the voting rights of citizens convicted of crimes. Since black Americans are overrepresented in the criminal justice system, voter disenfranchisement has a disproportionate effect on the black population. According to recent estimates from the Sentencing Project, 2.5 percent of all Americans are disenfranchised due to a current or past felony conviction. For blacks, the figure is 7.7 percent, or about 1 in 13.

Black convicts have their probation revoked more often than whites and other minorities, according to a recent study of probation outcomes in Iowa, New York, Oregon, and Texas. These racial disparities held even when the study controlled for other characteristics of the probationers, such as their age, crime severity, and criminal history. In the chart below, the “unexplained” portion of each bar is the level of racial disparity that could not be explained by nonracial characteristics.

Importantly, Supreme Court decisions of the 20th century ensured that no one today is sentenced to actual slavery as a form of criminal punishment, but shades of Douglass' critique still ring true. Black men are incarcerated at six times the rate of white men, thanks in part to uneven enforcement and sentencing in the "war on drugs." While drug use rates vary little among racial groups, people of color stand a much better chance of being searched, prosecuted and convicted than whites, and government studies have found that they serve longer sentences.

Post-Traumatic Stress Disorder In Regards To The Afro-American Post-Traumatic Stress Disorder (PTSD) is a debilitating condition that follows a terrifying event. PTSD, once referred to as shell shock or battle fatigue, was first brought to public attention by war veterans, but it can result from any number of traumatic incidents.
Re Shootings of black people can have long-term mental health effects. According to Monnica Williams, clinical psychologist and director of the Center for Mental Research suggests that for people of color, frequent exposure to the lth Disparities at the University of Louisville, graphic videos (which she calls vicarious trauma) combined with lived experiences of racism, can create severe psychological problems reminiscent of post-traumatic stress syndrome.

“There’s a heightened sense of fear and anxiety when you feel like you can’t trust the people who’ve been put in charge to keep you safe. Instead, you see them killing people who look like you,” she says. “Combined with the everyday instances of racism, like microaggressions and discrimination, that contributes to a sense of alienation and isolation. It’s race-based trauma.”



What It’s Like to Be Black in the Criminal Justice System
These Eight Charts Suggest There Are Racial Disparities At Every Phase Of The Justice System.


1. Black Americans are more likely to have their cars searched.

Police are three times as likely to search the cars of stopped black drivers than stopped white drivers, as the chart below, based on data from the Bureau of Justice Statistics, illustrates. Nationally, black drivers are also more likely to be pulled over and less likely to receive a reason for being stopped. In one Rhode Island study, black drivers were stopped more even though they were less likely to receive a citation.

3. Black Americans are more likely to be jailed while awaiting trial.

A 2014 study in New York City showed that blacks were more likely than whites or nonblack minorities to be in jail while they await trial, even after controlling for the seriousness of charges and prior record. Other research suggests that this disparity is often due to the fact that black defendants cannot afford to pay bail. The temporary incarceration stigmatizes the defendant, disrupts family life and employment, and makes it harder for the defendant to prepare a defense. In the chart below, “jail” refers to defendants who were offered bail but could not post it; “remanded” refers to defendants who were not given the option of posting bail.
4. Black Americans are more likely to be offered a plea deal that includes prison time.

The same study in New York found that black defendants are more likely to be offered plea deals that include prison time than whites or nonblack minorities. Even after controlling for many factors, including the seriousness of charges and prior record, blacks were 13 percent more likely than whites to be offered such deals.

5. Black Americans may be excluded from juries because of their race.

Researchers found that North Carolina prosecutors were excluding black people from juries in capital cases at twice the rate of other jurors, even when controlling for legitimate justifications for striking jurors, such as employment status or reservations about the death penalty. Other studies have shown that excluding black people from juries can influence deliberations and verdicts. For example, black defendants in capital cases with white victims are less likely to receive a death sentence if there is a black juror.

6. Black Americans are more likely to serve longer sentences than white Americans for the same offense.

A 2012 working paper found “robust evidence” that black male federal defendants were given longer sentences than comparable whites. Black men’s sentences were, on average, 10 percent longer than those of their white peers. This is partly explained by the fact that prosecutors are about twice as likely to file charges against blacks that carry mandatory minimum sentences than against whites.
The War on Drugs that has been a centerpiece of American foreign and domestic policy over the past two decades should not be viewed as a war against a particular collection of inanimate objects. The War on Drugs in this sense is but a convenient, yet inaccurate, metaphor. Instead the War on Drugs should be understood as a special case of what war has always been-the employment of force and violence against certain communities, and/or their institutions, in order to attain certain political objectives. Race has played an important role over the years in identifying the communities that became the targets of the drug war, consequently exposing their cultural practices and institutions to military-style attack and police control.

The claim that African Americans violate the drug laws at a greater rate, and that this justifies the great disparities in rates of arrest and incarceration, seems unlikely. Most drug arrests are made for the crime of possession. Possession is a crime that every drug user must commit and, in the United States, most drug users are white. The U.S. Public Health Service Substance Abuse and Mental Health Services Administration reported in 1992 that 76% of drug users in the United States were white, 14% were African American, and 8% were Hispanic. Cocaine users were estimated to be 66% white, 17.6% Black, and 15.9% Hispanic. Rather than demonstrating patterns of use that approach arrest disparities, African Americans 'are less likely to . . . [use] drugs than whites are, for all major drugs of abuse except heroin.'
While the government was trumpeting its War on Drugs and an anti-drug culture ideology, it was in fact deeply involved in the drug trade. The government had organized and financed organizations that were importing massive amounts of drugs into the African American community and the government looked the other way while they did it. At the same time, the government was vigorously enforcing harsh drug laws that led to police harassment and intimidation of African American communities and the mass arrest and incarceration of low-level drug dealers. These law enforcement efforts had enormously deleterious effects on the entire African American community and did little to stem the tide of illegal drugs. Consequently, the Black community was targeted by a vicious three- pronged assault; a drug epidemic with all of the attendant social, health and economic costs; a draconian prosecution-centered drug policy that did not stop the flow of illegal drugs and exacerbated the Black community's social and economic problems; and the callous exploitation of the African American community's misery to advance the government's larger geo-political ends.
Many in the African American community have long believed that the United States government has been implicated in the drug epidemics that have swept through the Black community over the years. Many African Americans have reached this conclusion after observing the correlation between periods of high Black political activism swiftly followed by periods of easy drug availability in the Black community. In August of 1996, news reports surfaced that stoked African American fears that the government was behind the influx of drugs into the Black community. Gary Webb wrote a series of stories in the San Jose Mercury News, alleging that the government was allowing Nicaraguan Contra supporters to smuggle crack into south-central Los Angeles in order to support their war against the Nicaraguan government. 'For the better part of a decade,' wrote Webb, 'a San Francisco Bay Area drug ring sold tons of cocaine to the Crips and Bloods street gangs of Los Angeles and funneled millions in drug profits to a Latin American guerilla army run by the CIA.' The stories caused a sensation at the time and led to the extraordinary appearance of CIA Director John Deutch at a town hall meeting in south-central Los Angeles in an attempt to defuse the anger of the Black community. Although Webb's story was viciously attacked in some quarters, it was just the tip of the iceberg. Both preceding and subsequent investigations have bolstered Webb's disclosures and expanded the range of government culpability.
THE WAR ON DRUGS
U.S GOVERNMENT AND DRUGS IN THE BLACK COMMUNITY
This speech was delivered by Willie Lynch on the bank of the James River in the colony of Virginia in 1712. Lynch was a British slave owner in the West Indies. He was invited to the colony of Virginia in 1712 to teach his methods to slave owners there.

Greetings,
Gentlemen. I greet you here on the bank of the James River in the year of our Lord one thousand seven hundred and twelve. First, I shall thank you, the gentlemen of the Colony of Virginia, for bringing me here. I am here to help you solve some of your problems with slaves. Your invitation reached me on my modest plantation in the West Indies, where I have experimented with some of the newest, and still the oldest, methods for control of slaves. Ancient Rome would envy us if my program is implemented. As our boat sailed south on the James River, named for our illustrious King, whose version of the Bible we cherish, I saw enough to know that your problem is not unique. While Rome used cords of wood as crosses for standing human bodies along its highways in great numbers, you are here using the tree and the rope on occasions. I caught the whiff of a dead slave hanging from a tree, a couple miles back. You are not only losing valuable stock by hangings, you are having uprisings, slaves are running away, your crops are sometimes left in the fields too long for maximum profit, you suffer occasional fires, your animals are killed. Gentlemen, you know what your problems are; I do not need to elaborate.

 I am not here to enumerate your problems, I am here to introduce you to a method of solving them. In my bag here, I HAVE A FULL PROOF METHOD FOR CONTROLLING YOUR BLACK SLAVES. I guarantee every one of you that, if installed correctly, IT WILL CONTROL THE SLAVES FOR AT LEAST 300 HUNDREDS YEARS. My method is simple. Any member of your family or your overseer can use it. I HAVE OUTLINED A NUMBER OF DIFFERENCES AMONG THE SLAVES; AND I TAKE THESE DIFFERENCES AND MAKE THEM BIGGER. I USE FEAR, DISTRUST AND ENVY FOR CONTROL PURPOSES. These methods have worked on my modest plantation in the West Indies and it will work throughout the South. Take this simple little list of differences and think about them. On top of my list is “AGE,” but it’s there only because it starts with an “a.” The second is “COLOR” or shade. There is INTELLIGENCE, SIZE, SEX, SIZES OF PLANTATIONS, STATUS on plantations, ATTITUDE of owners, whether the slaves live in the valley, on a hill, East, West, North, South, have fine hair, course hair, or is tall or short. Now that you have a list of differences, I shall give you an outline of action, but before that, I shall assure you that DISTRUST IS STRONGER THAN TRUST AND ENVY STRONGER THAN ADULATION, RESPECT OR ADMIRATION. 

The Black slaves after receiving this indoctrination shall carry on and will become self-refueling and self-generating for HUNDREDS of years, maybe THOUSANDS. Don’t forget, you must pitch the OLD black male vs. the YOUNG black male, and the YOUNG black male against the OLD black male. You must use the DARK skin slaves vs. the LIGHT skin slaves, and the LIGHT skin slaves vs. the DARK skin slaves. You must use the FEMALE vs. the MALE, and the MALE vs. the FEMALE. You must also have white servants and overseers [who] distrust all Blacks. But it is NECESSARY THAT YOUR SLAVES TRUST AND DEPEND ON US. THEY MUST LOVE, RESPECT AND TRUST ONLY US. Gentlemen, these kits are your keys to control. Use them. Have your wives and children use them, never miss an opportunity. IF USED INTENSELY FOR ONE YEAR, THE SLAVES THEMSELVES WILL REMAIN PERPETUALLY DISTRUSTFUL. Thank you gentlemen.”
LET’S MAKE A SLAVE
It was the interest and business of slave holders to study human nature, and the slave nature in particular, with a view to practical results. I and many of them attained astonishing proficiency in this direction. They had to deal not with earth, wood and stone, but with men and, by every regard, they had for their own safety and prosperity they needed to know the material on which they were to work, conscious of the injustice and wrong they were every hour perpetuating and knowing what they themselves would do. Were they the victims of such wrongs? They were constantly looking for the first signs of the dreaded retribution. They watched therefore with skilled and practiced eyes, and learned to read with great accuracy, the state of mind and heart of the slave, through his sable face. Unusual sobriety, apparent abstractions, sullenness and indifference indeed, any mood out of the common was afforded ground for suspicion and inquiry. 

Frederick Douglas LET’S MAKE A SLAVE is a study of the scientific process of man-breaking and slave-making. It describes the rationale and results of the Anglo Saxons’ ideas and methods of insuring the master/slave relationship. LET’S MAKE A SLAVE “The Original and Development of a Social Being Called ‘The Negro.’” Let us make a slave. What do we need? First of all, we need a black nigger man, a pregnant nigger woman and her baby nigger boy. Second, we will use the same basic principle that we use in breaking a horse, combined with some more sustaining factors. What we do with horses is that we break them from one form of life to another; that is, we reduce them from their natural state in nature. Whereas nature provides them with the natural capacity to take care of their offspring, we break that natural string of independence from them and thereby create a dependency status, so that we may be able to get from them useful production for our business and pleasure.
CARDINAL PRINCIPLES FOR MAKING A NEGRO
For fear that our future generations may not understand the principles of breaking both of the beast together, the nigger and the horse. We understand that short range planning economics results in periodic economic chaos; so that to avoid turmoil in the economy, it requires us to have breadth and depth in long range comprehensive planning, articulating both skill sharp perceptions. We lay down the following principles for long range comprehensive economic planning. Both horse and niggers [are] no good to the economy in the wild or natural state. Both must be BROKEN and TIED together for orderly production. For orderly future, special and particular attention must be paid to the FEMALE and the YOUNGEST offspring. Both must be CROSSBRED to produce a variety and division of labor. Both must be taught to respond to a peculiar new LANGUAGE. Psychological and physical instruction of CONTAINMENT must be created for both. 

We hold the six cardinal principles as truth to be self-evident, based upon following the discourse concerning the economics of breaking and tying the horse and the nigger together, all inclusive of the six principles laid down above. NOTE: Neither principle alone will suffice for good economics. All principles must be employed for orderly good of the nation. Accordingly, both a wild horse and a wild or natural] nigger is dangerous even if captured, for they will have the tendency to seek their customary freedom and, in doing so, might kill you in your sleep. You cannot rest. They sleep while you are awake, and are awake while you are asleep. They are DANGEROUS near the family house and it requires too much labor to watch them away from the house. Above all, you cannot get them to work in this natural state. Hence, both the horse and the nigger must be broken; that is breaking them from one form of mental life to another. 

KEEP THE BODY, TAKE THE MIND! In other words, break the will to resist. Now the breaking process is the same for both the horse and the nigger, only slightly varying in degrees. But, as we said before, there is an art in long range economic planning. YOU MUST KEEP YOUR EYE AND THOUGHTS ON THE FEMALE and the OFFSPRING of the horse and the nigger. A brief discourse in offspring development will shed light on the key to sound economic principles. Pay little attention to the generation of original breaking, but CONCENTRATE ON FUTURE GENERATION. Therefore, if you break the FEMALE mother, she will BREAK the offspring in its early years of development; and when the offspring is old enough to work, she will deliver it up to you, for her normal female protective tendencies will have been lost in the original breaking process. For example, take the case of the wild stud horse, a female horse and an already infant horse and compare the breaking process with two captured nigger males in their natural state, a pregnant nigger woman with her infant offspring. Take the stud horse, break him for limited containment. Completely break the female horse until she becomes very gentle, whereas you or anybody can ride her in her comfort. Breed the mare and the stud until you have the desired offspring. 

Then, you can turn the stud to freedom until you need him again. Train the female horse whereby she will eat out of your hand, and she will in turn train the infant horse to eat out of your hand, also. When it comes to breaking the uncivilized nigger, use the same process, but vary the degree and step up the pressure, so as to do a complete reversal of the mind. Take the meanest and most restless nigger, strip him of his clothes in front of the remaining male niggers, the female, and the nigger infant, tar and feather him, tie each leg to a different horse faced in opposite directions, set him afire and beat both horses to pull him apart in front of the remaining niggers. The next step is to take a bullwhip and beat the remaining nigger males to the point of death, in front of the female and the infant. Don’t kill him, but PUT THE FEAR OF GOD IN HIM, for he can be useful for future breeding.
THE BREAKING PROCESS OF THE AFRICAN WOMAN
Take the female and run a series of tests on her to see if she will submit to your desires willingly. Test her in every way, because she is the most important factor for good economics. If she shows any sign of resistance in submitting completely to your will, do not hesitate to use the bullwhip on her to extract that last bit of [b----] out of her. Take care not to kill her, for in doing so, you spoil good economics. When in complete submission, she will train her offsprings in the early years to submit to labor when they become of age. Understanding is the best thing. Therefore, we shall go deeper into this area of the subject matter concerning what we have produced here in this breaking process of the female nigger. We have reversed the relationship; in her natural uncivilized state, she would have a strong dependency on the uncivilized nigger male, and she would have a limited protective tendency toward her independent male offspring and would raise male offsprings to be dependent like her. Nature had provided for this type of balance. We reversed nature by burning and pulling a civilized nigger apart and bull whipping the other to the point of death, all in her presence. By her being left alone, unprotected, with the MALE IMAGE DESTROYED, the ordeal caused her to move from her psychologically dependent state to a frozen, independent state. In this frozen, psychological state of independence, she will raise her MALE and female offspring in reversed roles. For FEAR of the young male’s life, she will psychologically train him to be MENTALLY WEAK and DEPENDENT, but PHYSICALLY STRONG. Because she has become psychologically independent, she will train her FEMALE offsprings to be psychologically independent. What have you got? You’ve got the nigger WOMAN OUT FRONT AND THE nigger MAN BEHIND AND SCARED.

This is a perfect situation of sound sleep and economics. Before the breaking process, we had to be alertly on guard at all times. Now, we can sleep soundly, for out of frozen fear his woman stands guard for us. He cannot get past her early slave-molding process. He is a good tool, now ready to be tied to the horse at a tender age. By the time a nigger boy reaches the age of sixteen, he is soundly broken in and ready for a long life of sound and efficient work and the reproduction of a unit of good labor force. Continually through the breaking of uncivilized savage niggers, by throwing the nigger female savage into a frozen psychological state of independence, by killing the protective male image, and by creating a submissive dependent mind of the nigger male slave, we have created an orbiting cycle that turns on its own axis forever, unless a phenomenon occurs and re-shifts the position of the male and female slaves. We show what we mean by example. Take the case of the two economic slave units and examine them close.
THE NEGRO MARRIAGE

We breed two nigger males with two nigger females. Then, we take the nigger male away from them and keep them moving and working. Say one nigger female bears a nigger female and the other bears a nigger male; both nigger females—being without influence of the nigger male image, frozen with a independent psychology—will raise their offspring into reverse positions. The one with the female offspring will teach her to be like herself, independent and negotiable (we negotiate with her, through her, by her, negotiates her at will). The one with the nigger male offspring, she being frozen subconscious fear for his life, will raise him to be mentally dependent and weak, but physically strong; in other words, body over mind. Now, in a few years when these two offspring's become fertile for early reproduction, we will mate and breed them and continue the cycle. That is good, sound and long range comprehensive planning.

WARNING: POSSIBLE INTERLOPING NEGATIVES

Earlier, we talked about the non-economic good of the horse and the nigger in their wild or natural state; we talked out the principle of breaking and tying them together for orderly production. Furthermore, we talked about paying particular attention to the female savage and her offspring for orderly future planning, then more recently we stated that, by reversing the positions of the male and female savages, we created an orbiting cycle that turns on its own axis forever unless a phenomenon occurred and re shifts positions of the male and female savages. Our experts warned us about the possibility of this phenomenon occurring, for they say that the mind has a strong drive to correct and re-correct itself over a period of time if it can touch some substantial original historical base; and they advised us that the best way to deal with the phenomenon is to shave off the brute’s mental history and create a multiplicity of phenomena of illusions, so that each illusion will twirl in its own orbit, something similar to floating balls in a vacuum. 

This creation of multiplicity of phenomena of illusions entails the principle of crossbreeding the nigger and the horse as we stated above, the purpose of which is to create a diversified division of labor; thereby creating different levels of labor and different values of illusion at each connecting level of labor. The results of which is the severance of the points of original beginnings for each sphere illusion. Since we feel that the subject matter may get more complicated as we proceed in laying down our economic plan concerning the purpose, reason and effect of crossbreeding horses and niggers, we shall lay down the following definition terms for future generations. Orbiting cycle means a thing turning in a given path. Axis means upon which or around which a body turns. Phenomenon means something beyond ordinary conception and inspires awe and wonder. Multiplicity means a great number. Means a globe. 

Crossbreeding a horse means taking a horse and breeding it with an ass and you get a dumb, backward, ass long-headed mule that is not reproductive nor productive by itself. Crossbreeding niggers mean taking so many drops of good white blood and putting them into as many nigger women as possible, varying the drops by the various tone that you want, and then letting them breed with each other until another circle of color appears as you desire. What this means is this: Put the niggers and the horse in a breeding pot, mix some asses and some good white blood and what do you get? You got a multiplicity of colors of ass backward, unusual niggers, running, tied to backward ass long-headed mules, the one productive of itself, the other sterile. (The one constant, the other dying, we keep the nigger constant for we may replace the mules for another tool) both mule and nigger tied to each other, neither knowing where the other came from and neither productive for itself, nor without each other.​

Crossbreeding completed, for further severance from their original beginning, WE MUST COMPLETELY ANNIHILATE THE MOTHER TONGUE of both the new nigger and the new mule, and institute a new language that involves the new life’s work of both. You know language is a peculiar institution. It leads to the heart of a people. The more a foreigner knows about the language of another country the more he is able to move through all levels of that society. Therefore, if the foreigner is an enemy of the country, to the extent that he knows the body of the language, to that extent is the country vulnerable to attack or invasion of a foreign culture. For example, if you take a slave, if you teach him all about your language, he will know all your secrets, and he is then no more a slave, for you can’t fool him any longer, and BEING A FOOL IS ONE OF THE BASIC INGREDIENTS OF ANY INCIDENTS TO THE MAINTENANCE OF THE SLAVERY SYSTEM. For example, if you told a slave that he must perform in getting out “our crops” and he knows the language well, he would know that “our crops” didn’t mean “our crops” and the slavery system would break down, for he would relate on the basis of what “our crops” really meant. 

So you have to be careful in setting up the new language; for the slaves would soon be in your house, talking to you as “man to man” and that is death to our economic system. In addition, the definitions of words or terms are only a minute part of the process. Values are created and transported by communication through the body of the language. A total society has many interconnected value systems. All the values in the society have bridges of language to connect them for orderly working in the society. But for these language bridges, these many value systems would sharply clash and cause internal strife or civil war, the degree of the conflict being determined by the magnitude of the issues or relative opposing strength in whatever form. For example, if you put a slave in a hog pen and train him to live there and incorporate in him to value it as a way of life completely, the biggest problem you would have out of him is that he would worry you about provisions to keep the hog pen clean, or the same hog pen and make a slip and incorporate something in his language whereby he comes to value a house more than he does his hog pen, you got a problem. He will soon be in your house.

The spinning newspaper with the banner headline informs us that horrible things have happened. We must all look and know them so we remember our capacity for evil. In remembering, we tell ourselves that we do our small part toward ensuring such things do not happen again:

Insurgents seized a man, tortured him with a red-hot poker, gouged out his eyes, and castrated him before burning him alive.

Extremists tied a married couple to a tree, making them hold hands as their mob chopped their fingers off, to give away as souvenirs. Not content with those trophies, they set in with a corkscrew to dig out plugs of flesh. Only then did the militants relent and burn their victims alive. The radicals and their supporters alike made a picnic of it, enjoying refreshments as they watched the spectacle.

This news comes not from CNN or any other modern news outlet. Nor did these events transpire in some distant land where they speak differently, accents aside. The castrated man, Lation Scott, died in Dyersburg, Tennessee. The married couple? Luther Holbert and his wife, of Doddsville, Mississippi. Nor did those who tortured and murdered them come from abroad, shouting strange slogans in an unfamiliar tongue. If they happened today, in some other country, the news would report them in much the same voice. The news did, however, report such things back in the day. Some genuine headlines accompany this post. They communicate the obscene excitement accompanying the events better than I could.
Mary Turner (c. 1885 – 19 May 1918) was a young, married black woman and mother of two who was lynched by a white mob in Lowndes County, Georgia, for having protested the lynching death of her husband Hazel "Hayes" Turner the day before in Brooks County.She was eight months pregnant, and her unborn child was also brutally murdered.The Turner lynchings followed the murder of a white plantation owner in Brooks County by one of his black workers. They were followed by deaths of another 11 black men by a white mob in Brooks and neighboring Lowndes counties during a manhunt and lynching rampage. These lynchings are examples of the racially motivated mob violence by whites against black people in the American South, particularly in the era of 1880 to 1930, the peak of lynchings. Brooks County in Georgia, and Georgia among the states, had the highest rates of lynching in the nation during this period.

The war on drugs—first by Richard Nixon and then by Ronald Reagan—reinforced the notion of needing military might to fight a domestic health problem. Again, racism provided fuel for the fire. Although studies have shown that all races use illegal drugs at a similar rate, African Americans became demonized and arrested at an alarming rate during the crack epidemic of the 1980s. Drug laws were formed based not on the drug used, but on who was using the drug, with crack cocaine carrying federal penalties 100 times harsher than the same drug in the powdered form that whites favoredSee Race and the Drug War, Drug Pol’y Alliance, http://tinyurl.com/d9skxl4. Countless African Americans suffered lifelong punishment under the drug war’s racist enforcement, losing their freedom, their ability to get a job, and even their right to vote.
​For most of America's history "race riot" meant white supremacy asserting itself through ritualized violence. Modern American notions of "race riot" pull from images of the 1960s: Watts & Detroit. but the term has a much longer history.

Burge was convicted last June of two counts of obstruction of justice and one count of perjury stemming from false answers he gave in a civil case in 2003. In those answers, Burge denied ever using, or being aware of other officers using, any type of improper coercion, physical abuse or torture with suspects who were in custody at Chicago Police Department’s Area Two. However, evidence at trial showed that Burge abused multiple victims in Area Two, suffocating them with plastic bags; shocking them with electrical devices; and placing a loaded gun to their heads.

The Modern Militarization Of Police Departments s Tangled Up With Our Country’s Troubled Racial History

In the early morning hours of June 1, 1921, Greenwood was looted and burned by white rioters. Governor Robertson declared martial law, and National Guard troops arrived in Tulsa. Guardsmen assisted firemen in putting out fires, took African Americans out of the hands of vigilantes and imprisoned all black Tulsans not already interned. Over 6,000 people were held at the Convention Hall and the Fairgrounds, some for as long as eight days.

Twenty-four hours after the violence erupted, it ceased. In the wake of the violence, 35 city blocks lay in charred ruins, over 800 people were treated for injuries and contemporary reports of deaths began at 36. Historians now believe as many as 300 people may have died.

Race Riot Commission
In 2001, an official Race Riot Commission was organized to review the details of the event. No one will ever know the absolute truth of what happened during the hours of the Race Riot. 

However, by examining historical resources, members of the Race Riot Commission determined a number of details to be undeniable. “These are not myths, not rumors, not speculations, not questioned. They are the historical record.”

People, some of them agents of government, also deliberately burned or otherwise destroyed homes credibly estimated to have numbered 1,256, along with virtually every other structure — including churches, schools, businesses, even a hospital and library — in the Greenwood district.

Despite duties to preserve order and to protect property, no government at any level offered adequate resistance, if any at all, to what amounted to the destruction of the Greenwood neighborhood

Although the exact total can never be determined, credible evidence makes it probable that many people, likely numbering between 100-300, were killed during the riot.

Not one of these criminal acts was then or ever has been prosecuted or punished by government at any level: municipal, county, state, or federal.

Even after the restoration of order it was official policy to release a black detainee only upon the application of a white person, and then only if that white person agreed to accept responsibility for that detainee’s subsequent behavior.

As private citizens, many whites in Tulsa and neighboring communities did extend invaluable assistance to the riot’s victims, and the relief efforts of the American Red Cross in particular provided a model of human behavior at its best.

Although city and county government bore much of the cost for Red Cross relief, neither contributed substantially to Greenwood’s rebuilding, in fact, municipal authorities acted initially to impede rebuilding.

Despite being numerically at a disadvantage, black Tulsans fought valiantly to protect their homes, their businesses, and their community. But in the end, the city’s African-American population was simply outnumbered by the white invaders

In the end, the restoration of Greenwood after its systematic destruction was left to the victims of that destruction.

While Tulsa officials turned away some offers of outside aid, a number of individual white Tulsans provided assistance to the city’s now virtually homeless black population. But it was the American Red Cross, which remained in Tulsa for months following the riot, that provided the most sustained relief effort. Maurice Willows, the compassionate director of the Red Cross relief, kept a history of the event

Introduction
The 1921 Attack on Greenwood was one of the most significant events in Tulsa’s history. Following World War I, Tulsa was recognized nationally for its affluent African American community known as the Greenwood District. This thriving business district and surrounding residential area was referred to as “Black Wall Street.” In June 1921, a series of events nearly destroyed the entire Greenwood area.

On the morning of May 30, 1921, a young black man named Dick Rowland was riding in the elevator in the Drexel Building at Third and Main with a woman named Sarah Page. The details of what followed vary from person to person. Accounts of an incident circulated among the city’s white community during the day and became more exaggerated with each telling.
Tulsa police arrested Rowland the following day and began an investigation. An inflammatory report in the May 31 edition of the Tulsa Tribune spurred a confrontation between black and white armed mobs around the courthouse where the sheriff and his men had barricaded the top floor to protect Rowland. Shots were fired and the outnumbered African Americans began retreating to the Greenwood District.

As issues of crime and race again came into the national spotlight during the 1990s, many social scientists and communications scholars sought to study the portrayal of racial minorities within news media. Numerous studies documented the high rate at which persons of color were typically portrayed as violent or dangerous in newspapers and television.
For example, in a 2000 paper published in the Journal of Communication — which has been cited hundreds of times subsequently — Travis L. Dixon, then at the University of Michigan, and Daniel Linz of U.C. Santa Barbara sampled local television news broadcasts in Los Angeles and Orange counties in California and found that, when compared against relevant crime data, “African-Americans were over represented as perpetrators, and Latinos and whites were underrepresented as perpetrators.” Further, the study showed that whites were over represented as police officers on television, despite significant numbers of racial minorities in law enforcement in the counties examined.
This fit in with other research findings that suggested these problems were long-standing. In 1996, Martin Gilens, then at Yale, published an important paper in Public Opinion Quarterly that looked at portrayals of African-Americans with regard to poverty. He examined news magazine coverage in the late 1980s and early 1990s and concluded:
If 560 people were selected at random from America’s poor, we would expect 162 to be black. But of the 560 poor people of determinable race pictured in news magazines between 1988 and 1992, 345 were African-American. In reality, two out of three poor Americans are non-black, but the reader of these magazines would likely come to exactly the opposite conclusion. Although the news-magazines examined grossly overrepresent African-Americans in their pictures of poor people as a whole, African-Americans are seldom found in pictures of the most sympathetic subgroups of the poor. I found that the elderly constitute less than 1% of the black poor shown in these magazines (compared with 5% of the non-black poor) and the working poor make up only 12% of poor blacks (compared with 27% of poor nonblacks).

A White Savior film is often based on some supposedly true story. Second, it features a nonwhite group or person who experiences conflict and struggle with others that are particularly dangerous or threatening to their life and livelihood. Third, a White person (the savior) enters the milieu and through their sacrifices, as a teacher, mentor, lawyer, military hero, aspiring writer, or wannabe Native American warrior, is able to physically save—or at least morally redeem—the person or community of folks of color, by the film's end. 
Examples of this genre include films like Glory (1989), Dangerous Minds (1996), Amistad (1997), Finding Forrester (2000),  Half Nelson (2006), Freedom Writers (2007), 


Gilens noted that, long ago, the journalist Walter Lippmann wrote that societal feelings, beliefs, opinions and actions are responses to “pictures in our heads,” not to the world itself. Mass media now provide most of these pictures, giving news outlets a substantial responsibility for shaping discourse and the context for policy — and a strong ethical imperative to ground their reporting in the best available knowledge.
Culminating in seminal books such as Robert Entman’s and Andrew Rojecki’s The Black Image in the White Mind (2000), this line of academic inquiry continued into the 2000s, but there have been relatively fewer major updates in the research literature on race and media (although journalism institutions such as the Maynard Institute have continued to audit and monitor media content in this way). However, Travis Dixon, now at the University of Illinois at Urbana-Champaign, has revisited these core questions in a 2015 study published in Communication Research, “Good Guys Are Still Always in White? Positive Change and Continued Misrepresentation of Race and Crime on Local Television News.”The study examines a sample of news broadcasts in Los Angeles between 2008 and 2012, including Spanish-language broadcasts (Univision), to evaluate how representations may be changing. Dixon notes the following with respect to the study’s methodology: “Television portrayals are compared with the perpetration and victim rates contained in data published by the California Department of Justice (CDOJ) and the Los Angeles Times. In addition, television portrayals of Los Angeles officers are compared with employment records published by the Los Angeles Police Department (LAPD) and Los Angeles Sheriff’s Department.” News media reports were coded according to the racial portrayals within them.

1.We or asking that the United States Of America allocate a portion of land that will be used as a sanctuary for orphan black children so that they can be raised, in an environment that will remove the stigma of slavery that has been embedded in American society and in the very DNA of the Afro-American. A sanctuary we're young black minds can be shielded from the constant flow of negative images and subliminal messages that have been rooted in the very fiber of American society and its media.Racism is a disease woven into the moral and spiritual fiber of America.
