Convention On The Prevention And Punishment Of The Crime Of Genocide

The Contracting Parties ,

Having considered the declaration made by the General Assembly of the United Nations in its resolution 96 (I) dated 11 December 1946 that genocide is a crime under international law, contrary to the spirit and aims of the United Nations and condemned by the civilized world,

Recognizing that at all periods of history genocide has inflicted great losses on humanity, and

Being convinced that, in order to liberate mankind from such an odious scourge, international co-operation is required,

Hereby agree as hereinafter provided :

Article I

The Contracting Parties confirm that genocide, whether committed in time of peace or in time of war, is a crime under international law which they undertake to prevent and to punish.

Article II

In the present Convention, genocide means any of the following acts committed with intent to destroy, in whole or in part, a national, ethnical, racial or religious group, as such:

(a) Killing members of the group;

(b) Causing serious bodily or mental harm to members of the group;

(c) Deliberately inflicting on the group conditions of life calculated to bring about its physical destruction in whole or in part;

(d) Imposing measures intended to prevent births within the group;

(e) Forcibly transferring children of the group to another group.

Article III

The following acts shall be punishable:

(a) Genocide;

(b) Conspiracy to commit genocide;

(d) Attempt to commit genocide;

(e) Complicity in genocide.

Article IV

Persons committing genocide or any of the other acts enumerated in article III shall be punished, whether they are constitutionally responsible rulers, public officials or private individuals.

Article V

The Contracting Parties undertake to enact, in accordance with their respective Constitutions, the necessary legislation to give effect to the provisions of the present Convention, and, in particular, to provide effective penalties for persons guilty of genocide or any of the other acts enumerated in article III.

Article VI

Persons charged with genocide or any of the other acts enumerated in article III shall be tried by a competent tribunal of the State in the territory of which the act was committed, or by such international penal tribunal as may have jurisdiction with respect to those Contracting Parties which shall have accepted its jurisdiction.

Article VII

Genocide and the other acts enumerated in article III shall not be considered as political crimes for the purpose of extradition.

The Contracting Parties pledge themselves in such cases to grant extradition in accordance with their laws and treaties in force.

Article XII

Any Contracting Party may at any time, by notification addressed to the Secretary-General of the United Nations, extend the application of the present Convention to all or any of the territories for the conduct of whose foreign relations that Contracting Party is responsible.

Article XIV

The present Convention shall remain in effect for a period of ten years as from the date of its coming into force.

It shall thereafter remain in force for successive periods of five years for such Contracting Parties as have not denounced it at least six months before the expiration of the current period.

Denunciation shall be effected by a written notification addressed to the Secretary-General of the United Nations.

Article XV

If, as a result of denunciations, the number of Parties to the present Convention should become less than sixteen, the Convention shall cease to be in force as from the date on which the last of these denunciations shall become effective.

Article XVI

A request for the revision of the present Convention may be made at any time by any Contracting Party by means of a notification in writing addressed to the Secretary-General.

The General Assembly shall decide upon the steps, if any, to be taken in respect of such request.

Article XVIII

The original of the present Convention shall be deposited in the archives of the United Nations.

A certified copy of the Convention shall be transmitted to each Member of the United Nations and to each of the non-member States contemplated in article XI.

Article XIX

The present Convention shall be registered by the Secretary-General of the United Nations on the date of its coming into force.

Article IX

Disputes between the Contracting Parties relating to the interpretation, application or fulfilment of the present Convention, including those relating to the responsibility of a State for genocide or for any of the other acts enumerated in article III, shall be submitted to the International Court of Justice at the request of any of the parties to the dispute.

Article VIII

Any Contracting Party may call upon the competent organs of the United Nations to take such action under the Charter of the United Nations as they consider appropriate for the prevention and suppression of acts of genocide or any of the other acts enumerated in article III.

Article X

The present Convention, of which the Chinese, English, French, Russian and Spanish texts are equally authentic, shall bear the date of 9 December 1948.

Article XI

The present Convention shall be open until 31 December 1949 for signature on behalf of any Member of the United Nations and of any non-member State to which an invitation to sign has been addressed by the General Assembly.

The present Convention shall be ratified, and the instruments of ratification shall be deposited with the Secretary-General of the United Nations.

After 1 January 1950, the present Convention may be acceded to on behalf of any Member of the United Nations and of any non-member State which has received an invitation as aforesaid.

Instruments of accession shall be deposited with the Secretary-General of the United Nations.

Article XIII

On the day when the first twenty instruments of ratification or accession have been deposited, the Secretary-General shall draw up a procès-verbal and transmit a copy thereof to each Member of the United Nations and to each of the non-member States contemplated in article XI.

The present Convention shall come into force on the ninetieth day following the date of deposit of the twentieth instrument of ratification or accession.

ratification or accession effected subsequent to the latter date shall become effective on the ninetieth day following the deposit of the instrument of ratification or accession.

Article XVII

The Secretary-General of the United Nations shall notify all Members of the United Nations and the non-member States contemplated in article XI of the following:

(a) Signatures, ratifications and accessions received in accordance with article XI;

(b) Notifications received in accordance with article XII;

(c) The date upon which the present Convention comes into force in accordance with article XIII;

(d) Denunciations received in accordance with article XIV;

(e) The abrogation of the Convention in accordance with article XV;

(f) Notifications received in accordance with article XVI.

The doctors had been ordered to find out what exposure to plutonium did to the human body.

Injured and helpless in a hospital bed, Ebb Cade was injected with 0.29 microcuries of plutonium-239, more than 40 times the amount a person might expect to be exposed to in an entire lifetime.

A researcher who worked at the hospital in the 1940s described it as “a whopping dose” years later. In their efforts to see the effects of plutonium, the researchers pulled out 15 of Cade’s teeth to measure plutonium levels in his system. They also collected chips of his bones for study. Held in the hospital for more than six months, Cade rightly suspected that it did not take this long for his broken bones to heal and that he was, in fact, being kept in hospital to be used as a guinea pig.

So, his broken limbs healed, Cade fled the hospital when doctors and nurses were not looking. But he could not escape what the secret nuclear experiments had done to him. Described by doctors when he arrived at the hospital in Oak Ridge as a “well developed and well nourished coloured male in good health”, Cade died a few years later of heart failure, aged 61.

when they hit the ground, sending the infected insects off to bite as many African-Americans as they could. The military wanted to find out whether the mosquitoes could prove to be an effective weapon of war that could be used to infect, incapacitate, and kill America’s enemies.

Dozens of African-Americans in the mostly black city of Avon Park, in South Florida, became ill and at least eight residents died from the invasion of the mosquitoes. “Nobody knew about what had gone on here for years,” said a long-time resident of Avon Park. “But in looking back, it explained why a bunch of healthy people got sick and died at the time of those experiments.”

Undaunted by what it had done to Cade in 1945, the US government targeted other African-Americans for experimentation in the 1950s. Early in that decade, the CIA and the US military released close to half a million mosquitoes infected with yellow fever and dengue fever into several black neighbourhoods in Florida.

In 1945, African-American Ebb Cade was secretly injected with plutonium, the substance used to make nuclear bombs. Cade, a 53-year-old truck driver, was taken to a hospital in Oak Ridge, Tennessee, after breaking several of his bones in a car accident. He became an unwitting guinea pig in a deadly government experiment, and did not realise the doctors caring for him were also employed by the US Atomic Energy Commission.

Whenever Chicago Police commander Jon Burge needed a confession, he would walk into the interrogation room and set down a little black box, his victims would later tell prosecutors. The box had two wires and a crank. Burge, would attach one wire to the suspect’s hand cuffed ankles and the other to his manacled hands. Then, Burge would place a plastic bag over the suspect’s head. Finally, he would crank his little black box and listen to the screams of pain as electricity coursed through the suspect’s body.

“When he hit me with the voltage, that’s when I started gritting, crying, hollering. … It [felt] like a thousand needles going through my body,” Anthony Holmes told prosecutors during a 2006 investigation into Burge. “And then after that, it just [felt] like, you know—it [felt] like something just burning me from the inside, and, um, I shook, I gritted, I hollered, then I passed out.”

Holmes, who eventually gave a false confession and was convicted of murder in 1973, is one of as many as 400 African-American men on Chicago’s South Side who were allegedly tortured by Burge between 1972 and 1991.

Though prosecutors accumulated evidence against Burge they thought “sufficient to establish guilt beyond a reasonable doubt,” the statute of limitations prevented prosecution. Burge instead went to jail for perjury later, for denying his role under oath.

On Tuesday, Chicago Mayor Rahm Emanuel announced the establishment of a $5.5 million fund for these victims. The compensation would “close this book, the Burge book on the city’s history,” Emanuel said according to the Chicago Tribune.

But as the country continues to reel from new cases of racial profiling and police brutality, the story of how Burge allegedly became America’s most infamous alleged torturer can’t be consigned to history. It is simply too horrific.

Before Burge was an old man holed up in a Florida retirement home and dogged by his past deeds, he was a wannabe soldier and a college dropout. He grew up on Chicago’s Southeast Side and was active in the Reserve Officer Training Corps (ROTC), according to the Chicago Reader. He only lasted a semester at the University of Missouri before moving back in with his parents and working as a stock clerk. In 1966, he enlisted in the Army with the idea of eventually becoming a Chicago police officer, the Chicago Reader reported.

Whatever he did in Vietnam, Burge was honorably discharged in 1969. When he applied to the Chicago Police Department later that year, the officer assigned to do a background check praised Burge as “all man.” Burge was hired in 1970 and was promoted to detective two years later.

One repeated and particularly gruesome was that Burge inserted strange shock devices up suspects’ rectums. Burge’s lawyers said such a device was “nonexistent, unbelievable, unfunctional, unreal.” But the Chicago Reader identified the torture device as a “a violet ray machine” or “violet wand” sometimes used in S&M.

Over the past 18 years, the list of alleged victims has swelled to at least 400. Some of the men spent years on Illinois’s death row because of confessions obtained by Burge under duress. In 2003, Governor George Ryan pardoned four men on death row who had been tortured by Burge.

Burge’s own career began to fall apart in 1993, when the Chicago Police Board voted to fire him for his torture activities. The police commander was allowed to keep his $4,000 per month pension.

Mounting evidence of torture led to public demands for an indictment against Burge. In 2002, Cook County appointed special prosecutor Edward J. Egan to investigate Burge’s conduct. The investigation took four years and cost $7 million, but the 300-page report didn’t recommend bringing any charges against the former cop. The statute of limitations for the alleged crimes had expired, Egan argued.

Instead, it would take testimony in a civil case to send Burge to prison. The police commander was usually savvy enough to invoke his Fifth Amendment right not to incriminate himself. But during one deposition in 2003, Burge went on the record denying ever torturing anyone. Five years later, prosecutors filed perjury charges against Burge, and in 2010 a federal judge sentenced him to 4½ years in prison.

Burge was allowed to exchange his prison cell for a Florida halfway house. And in February, he was freed altogether. It was a bitter moment for Burge’s victims, some of whom remain behind bars.

WHITE AMERICANS LOVE HIM

The United States Of America ,has for over 60 years knowing allowed members of white supremacist groups to infiltrate Law Enforcement throughout the United States it has also been documented that police officers, judges, sheriffs, and deputies were active as participants and bystanders to the lynching of Afro-Americans.

Nineteen year old and eight months pregnant Turner publicly denied that her husband had anything to do with the murder of Hampton Smith. He had been arrested among others on the farm. Her remarks further enraged the locals, and the mob turned on her, determined to “teach her a lesson.”

Upon hearing the news Turner fled but was caught the next day, May 19. A mob of several hundred people dragged her to Folsom Bridge, over the Little River, which separated Brooks and Lowndes counties. The mob tied her ankles, strung her upside down, doused her clothes in gasoline and set her on fire. While she was still alive, someone split open her stomach and her unborn baby slid out and fell to the ground. The mob stomped and crushed the baby to death. Turner’s body was riddled with hundreds of bullets. Later that night, the remains of Turner and her baby were buried a few feet away from where they were murdered.

Luther Holbert and his wife, both African-Americans, were burned at the stake by a mob of more than 1,000 people for

killing James Eastland, a prominent white planter, and John Carr, another black man on the Eastland plantation, two miles from Doddsville, Mississippi. The lynching of Holbert and his wife resulted in eight people losing their lives and over 200 men and two packs of bloodhounds chasing across four counties to find the accused.

The killing of Eastland, Carr, and Winters occurred on a Wednesday at the Eastland’s plantation. Holbert and Winters were in Carr’s cabin when Eastland entered and ordered Holbert to leave the plantation. It was alleged that during this time, Holbert opened fire on Eastland, fatally wounding him and killing Carr. Eastland returned the fire and killed Winters. News of what had taken place traveled fast. A Doddsville posse was immediately formed and headed straight toward Eastland’s plantation.

The posse arrived in town shooting at every negro insight, an unknown negro was killed. But by the time the posse had arrived Holbert and his wife had fled. Other posses were formed at Greenville, Ittaben, Cleveland and other points and the pursuit of Holbert and his wife started with horses and bloodhounds. The chase, which started on Wednesday morning, was continued until late into the night, when Holbert and his wife, were worn out from traveling over 100 miles on foot through canebrakes and swamps, they were found asleep in a heavy belt of timber three miles east of Sheppards town and captured. The two were taken back to Doddsville and burned at the stake by a large mob in the shadow of a black church. There was never an indication that Holbert’s wife had any part of the crime.

The newspapers read:

“When the two Negroes were captured, they were tied to trees and while the funeral pyres were being prepared, they were forced to hold out their hands while one finger at a time was chopped off. The fingers were distributed as souvenirs. The ears of the murderers were cut off. Holbert was beaten severely, his skull was fractured and one of his eyes, knocked out with a stick, hung by a shred from the socket. “Some of the mob used a large corkscrew to bore into the flesh of the man and woman. It was applied to their arms, legs and body, then pulled out, the spirals tearing out big pieces of raw, quivering flesh every time it was withdrawn.”

Lynching was widely advertised and public; whole white communities would come to a lynching. It was a carnival-like event, with vendors selling food, postcards with pictures of the victims on them, and body parts as souvenirs.

Families would eat deviled eggs,

and drink lemonade, as almost at a picnic.

Almost 5,000 people, (dominantly African Americans), were lynched for theft, associations with white women, not using appropriate titles when addressing a white person, and so much more. Most people were lynched without even committing a crime.

Lynching was an act of terrorism prominently towards African Americans during the post-Slavery era with pre-planned killings consisting of torture, dismemberment, burning of the victim, and more.

What Is Lynching?

During the night of May 24–25, Laura and L. D. were kidnapped from their cells by between a dozen and 40 white men, allegedly including Charley Guthrie, father of the folk singer Woody Guthrie. The Associated Press reported that Laura was raped.She and L. D. were then hanged from a railroad bridge over the North Canadian River. According to one source, Laura's baby was with her but survived the attack.

We like to think of the racial violence of America’s recent past as an aberration, that it cropped up during an especially hostile moment in history and went away suddenly. A closer look at the reality of racial violence — lynching in particular — suggests, however, that America’s predilection for the slaughter of black men is alive and well and, is, at work in our nation’s police departments.The Government Of The United States Has Know For Over 10 Years Based On Reports From The FBI Warning Of October 2006, Which Reported That “White Supremacist Infiltration Of Law Enforcement” Represented A Significant Threat To Afro Americans. Several Key Events Preceded The Report. A Federal Court Found That Members Of A Los Angeles Sheriff's Department Formed A Neo-Nazi Gang And Habitually Terrorized The Black Community. Later, The Chicago Police Department Fired Jon Burge, A Detective With Reputed Ties To The Ku Klux Klan, After Discovering He Tortured Over 300 Black Male Suspects. Thereafter, The Mayor Of Cleveland Discovered That Many Of The City Police Locker Rooms Were Infested With “White Power” Graffiti. Years Later, A Texas Sheriff Department Discovered That Two Of Its Deputies Were Recruiters For The Klan.Four ugly and uncanny parallels between Lynchings and police killings in America .

While definitive stats are hard to come by, some estimate that over 95 percent of the perpetrators of lynchings or police killings never served a single day in jail. During the days of public lynchings, it was popular for entire families to come and view them. Photos, as seen in the exhibit, Without Sanctuary, were regularly taken of the lynched bodies on display and made into postcards that were sent all over the country. Little legal interest truly existed in bringing the perpetrators to justice.

1. The universal agreement is that the number of lynchings and police murders have both been seriously underreported.

2. The excuses given to justify lynchings and police killings are tragically bad.3. The lynchings and police killings of African Americans are outrageously brutal and excessive.4. Few instances in history exist where people are held truly liable for lynchings or police killings.In spite of extremely egregious circumstances surrounding all lynchings and many police killings, it is a rare occurrence for the killers to be held liable.

This speech was delivered by Willie Lynch on the bank of the James River in the colony of Virginia in 1 712. Lynch was a

British slave owner in the West Indies. He was invited to the colony of Virginia in 1712 to teach his methods to slave

owners there. The term "lynching" is derived from his last name.

December 25, 1712

Gentlemen:

I greet you here on the bank of the James River in the year of our Lord one thousand seven hundred and twelve. First, I

shall thank you, the gentlemen of the Colony of Virginia, for bringing me here. I am here to help you solve some of your

problems with slaves. Your invitation reached me on my modest plantation in the West Indies, where I have experimented

with some of the newest and still the oldest methods for control of slaves. Ancient Rome's would envy us if my program is

implemented.

As our boat sailed south on the James River, named for our illustrious King, whose version of the Bible we cherish, I saw

enough to know that your problem is not unique. While Rome used cords of wood as crosses for standing human bodies

along its highways in great numbers, you are here using the tree and the rope on occasions. I caught the whiff of a dead

slave hanging from a tree, a couple miles back. You are not only losing valuable stock by hangings, you are having

uprisings, slaves are running away, your crops are sometimes left in the fields too long for maximum profit, You suffer

occasional fires, your animals are killed.

Gentlemen, you know what your problems are; I do not need to elaborate. I am not here to enumerate your problems, I

am here to introduce you to a method of solving them. In my bag here, I have a foolproof method for controlling your black

slaves. I guarantee every one of you that if installed correctly it will control the slaves for at least 300 years [201 2]. My

method is simple. Any member of your family or your overseer can use it. I have outlined a number of differences among

the slaves and make the differences bigger. I use fear, distrust and envy for control.

These methods have worked on my modest plantation in the West Indies and it will work throughout the South. Take this

simple little list of differences and think about them. On top of my list is "age" but it's there only because it starts with an

"A." The second is "COLOR" or shade, there is intelligence, size, sex, size of plantations and status on plantations,

attitude of owners, whether the slaves live in the valley, on a hill, East, West, North, South, have fine hair, course hair, or

is tall or short. Now that you have a list of differences, I shall give you an outline of action, but before that, I shall assure

you that distrust is stronger than trust and envy stronger than adulation, respect or admiration. The Black slaves after

receiving this indoctrination shall carry on and will become self refueling and self generating for hundreds of years, maybe

thousands. Don't forget you must pitch the old black Male vs. the young black Male, and the young black Male against the

old black male. You must use the dark skin slaves vs. the light skin slaves, and the light skin slaves vs. the dark skin

slaves. You must use the female vs. the male. And the male vs. the female. You must also have you white servants and

overseers distrust all Blacks. It is necessary that your slaves trust and depend on us. They must love, respect and trust

only us. Gentlemen, these kits are your keys to control. Use them. Have your wives and children use them, never miss an

opportunity. If used intensely for one year, the slaves themselves will remain perpetually distrustful of each other.

Lets Make a Slave

It was the interest and business of slaveholders to study human nature, and the slave nature in particular, with a view to

practical results. I and many of them attained astonishing proficiency in this direction. They had to deal not with earth,

wood and stone, but with men and by every regard they had for their own safety and prosperity they needed to know the

material on which they were to work. Conscious of the injustice and wrong they were every hour perpetuating and

knowing what they themselves would do. Were they the victims of such wrongs? They were constantly looking for the first

signs of the dreaded retribution. They watched, therefore with skilled and practiced eyes, and learned to read with great

accuracy, the state of mind and heart of the slave, through his sable face. Unusual sobriety, apparent abstractions,

sullenness and indifference indeed, any mood out of the common was afforded ground for suspicion and inquiry.

Let us make a slave. What do we need? First of all we need a black nigger man, a pregnant nigger woman and her baby

nigger boy. Second, we will use the same basic principle that we use in breaking a horse, combined with some more

sustaining factors. What we do with horses is that we break them from one form of life to another that is we reduce them

from their natural state in nature. Whereas nature provides them with the natural capacity to take care of their offspring,

we break that natural string of independence from them and thereby create a dependency status, so that we may be able

to get from them useful production for our business and pleasure

Cardinal Principles for making a Negro

For fear that our future Generations may not understand the principles of breaking both of the beast together, the nigger

and the horse. We understand that short range planning economics results in periodic economic chaos; so that to avoid

turmoil in the economy, it requires us to have breath and depth in long range comprehensive planning, articulating both

skill sharp perceptions. We lay down the following principles for long range comprehensive economic planning. Both

horse and niggers is no good to the economy in the wild or natural state. Both must be broken and tied together for

orderly production. For orderly future, special and particular attention must be paid to the female and the youngest

offspring. Both must be crossbred to produce a variety and division of labor. Both must be taught to respond to a peculiar

new language. Psychological and physical instruction of containment must be created for both. We hold the six cardinal

principles as truth to be self evident, based upon the following the discourse concerning the economics of breaking and

tying the horse and the nigger together, all inclusive of the six principles laid down about. NOTE: Neither principle alone

will suffice for good economics. All principles must be employed for orderly good of the nation. Accordingly, both a wild

horse and a wild or nature nigger is dangerous even if captured, for they will have the tendency to seek their customary

freedom, and in doing so, might kill you in your sleep. You cannot rest. They sleep while you are awake, and are awake

while you are asleep. They are dangerous near the family house and it requires too much labor to watch them away from

the house. Above all, you cannot get them to work in this natural state. Hence both the horse and the nigger must be

broken; that is breaking them from one form of mental life to another. Keep the body take the mind! In other words break

the will to resist. Now the breaking process is the same for both the horse and the nigger, only slightly varying in degrees.

But as we said before, there is an art in long range economic planning. You must keep your eye and thoughts on the

meant. So you have to be careful in setting up the new language for the slaves would soon be in your house, talking to

you "man to man" and that is death to our economic system. In addition, the definitions of words or terms are only a

minute part of the process. Values are created and transported by communication through the body of the language. A

total society has many interconnected value system. All the values in the society have bridges of language to connect

them for orderly working in the society. But for these language bridges, these many value systems would sharply clash

and cause internal strife or civil war, the degree of the conflict being determined by the magnitude of the issues or relative

opposing strength in whatever form.

For example, if you put a slave in a hog pen and train him to live there and incorporate in him to value it as a way of life

completely, the biggest problem you would have out of him is that he would worry you about provisions to keep the hog

pen clean, or the same hog pen and make a slip and incorporate something in his language where by he comes to value

a house more than he does his hog pen, you got a problem. He will soon be in your house.

"It is important to remember there are at least 154 documented cases of women being lynched. A more cowardly act is hard to comprehend. At least 4 of them were pregnant. Two had the babies forcibly removed from their womb.

Data Suppressed By The CDC Proved That The MMR Vaccine Produces A 340% Increased Risk Of Autism In African-American Boys.

“I regret that my co-authors and I omitted statistically significant information suggesting that African American males who received the MMR vaccine before age 36 months were at increased risk for autism. Decisions were made regarding which findings to report after the data were collected, and I believe that the final study protocol was not followed.”

These are the words of a senior scientist at the US Centers for Disease Control and Prevention (CDC), Dr. William Thompson, who admitted to his lawyer and a member of Congress that he and his colleagues committed scientific misconduct in 2004 to cover up a meaningful link between vaccines and autism in black boys.

In a statement released in August, 2014, Dr. Thompson revealed that data concluding a greater likelihood that the MMR vaccine could lead to autism-like characteristics in African-American boys was intentionally removed from the final 2004 study results.

Recently, however, the facts have come to light in the new documentary, Vaxxed: From Cover-Up to Catastrophe, which exposes the CDC’s fraud, deceit, and obstruction of justice regarding the MMR vaccine. Vaxxed has received global media attention and is waking up Americans coast to coast to the criminal activity at the CDC.

Prisoners were injected with dioxin (a toxic byproduct of Agent Orange)—468 times the amount the study originally called for. The results were prisoners with volcanic eruptions of chloracne (severe acne combined with blackheads, cysts, pustules, and other really bad stuff) on the face, armpits and groin. Long after the experiments ended, prisoners continued to suffer from the effects of the exposure. Dr. Kligman, apparently very enthusiastic about the study, was quoted as saying, “All I saw before me were acres of skin… It was like a farmer seeing a fertile field for the first time.” Kligman went on to become the doctor behind Retin-A, a major treatment for acne.

Prisoners, like people of color, have often been the unwilling objects of evil experiments. From 1965 to 1966, Dr. Albert Kligman, funded by Dow Chemical, Johnson & Johnson, and the U.S. Army, conducted what was deemed “dermatological research” on approximately 75 prisoners. What was actually being studied was the effects of Agent Orange on humans.

Tennessee v. Garner, 471 U.S. 1 (1985)[2], is a civil case in which the Supreme Court of the United States held that, under the Fourth Amendment, when a law enforcement officer is pursuing a fleeing suspect, he or she may not use deadly force to prevent escape unless "the officer has probable cause to believe that the suspect poses a significant threat of death or serious physical injury to the officer or others." It was found that use of deadly force to prevent escape is an unreasonable seizure under the Fourth Amendment, in the absence of probable cause that the fleeing suspect posed a physical danger.

On the morning of Aug. 29, the body of Lennon Lacy was found hanging from a noose fastened to a swing set at a trailer park in the small eastern North Carolina town of Bladenboro, about a half-mile from his family's home. A 17-year-old African-American junior and football player at West Bladen High School, Lacy was last seen leaving the house around 10:30 p.m. the previous evening to take a walk, as he often did. A 911 call came in at 7:25 a.m. the next day, a Friday.

"I need EMS," said the caller, a woman who got physically ill during the conversation. "I have a man hanging from a swing set … Bladen Rental Properties."The dispatcher told the caller to cut down the person to see if he was breathing. He wasn't. The call ended with the dispatcher sending help as the distraught woman tried to loose the body.The initial investigation into the death, conducted by a State Bureau of Investigation team working under the direction of the local district attorney, quickly concluded that Lacy's death was a suicide — too quickly, the N.C. NAACP charges.The civil rights group has gotten involved in the case at the request of the Lacy family, who find it difficult to believe Lennon committed suicide. They say he was excited about playing his first varsity football game on the very day his body was discovered. They bristle over investigators' claim that he was suicidally depressed and say he was just experiencing normal grief over the recent death of his great-uncle. How can we expect justice for the victims of today when our judicial system has such an unsettling past?Sam DuBose,Trayvon Martin,Philando Castile , Eric Garner, Kendrick Johnson just to name a few, are the faces of injustice today. Horrific crimes that were either caught on video by witnesses, photographed, or audio recorded. The outcome of these crimes undoubtedly leave many in the black community to wonder if law and justice will ever be on our side.

Tamir Rice wasn’t yet a teenager when he was killed on November 22 in a Cleveland, Ohio park. The 12-year-old boy was shot by a police officer after brandishing what turned out to be a BB gun. A call made to police beforehand described Rice as “a guy with a pistol” on a swing set, but said it was “probably fake.” When officers arrived at the scene, they say Rice reached for his toy, though did not point it at them, prompting a first-year policeman to fire two shots at Rice from a short distance.

On Monday night, as the Brown indictment verdict was announced, a local councilor summed these up without getting tangled in blame and legalities:"Perhaps, after our analysis, we learn that the police officer really did fear for his life and did everything right under the circumstances,” City Councilman Jeffrey Johnson said at a meeting. “But there is something fundamentally broken in our system when a young man can have a legal BB gun, and by the end of that day be killed by a Cleveland police officer.”

Michael Brown’s death on August 9 was a nationwide wake-up call to the death-by-cop of young minority men at the hands of law enforcement. According to data stretching from 1999 to 2011, African Americans have comprised 26 percent of all police-shooting victims. Overall, young African Americans are killed by cops 4.5 times more often than people of other races and ages.

Since Brown’s death, at least 14 other teenagers—at least six of them African-American—have been killed by law enforcement in a variety of circumstances.

Lynching was a terrifying and relatively uncommon spectacle.[d] It could involve victims being hanged furtively by a mob at night, or in front of hundreds or even thousands of witnesses during the day. An audience of 10,000, including the mayor and chief of police, was said to have attended the lynching of Jesse Washington in Waco, Texas, in 1916. As well as being hanged, victims were sometimes burned alive and tortured, and body parts were removed and kept as souvenirs.

Most perpetrators were white and the victims black. The political message—the promotion of white supremacy and black powerlessness—was an important element of the ritual, so that even the quieter lynchings might be photographed and the images published as postcards.

Byrd’s body was found hanging from a tree near his home in Claiborne County by state wildlife officers on 19 March. Thirty federal agents were dispatched to investigate the case as a potential lynching.

The Lynching of Claude Neal

Claude Neal was lynched in a lonely spot about four miles from Greenswood, Florida, scene of the recent crime. After Neal was taken from the jail at Brewton, Alabama (moved there supposedly for his protection), he was driven approximately 200 miles over highway 231 leading into Marianna and from there he was subjected to the most brutal and savage torture imaginable.

Neal was taken from the Brewton jail between one and two o'clock Friday morning, October 26. he was in the hands of the smaller lynching group composed of approximately 100 men from then until he was left in the road in front of the Cannidy home late that same night. Neal was tortured for ten or twelve hours. The original mob that took Neal from jail directed "all of the niceties of a twentieth century lynching . . . inflicted upon Neal." The word was passed all over Northeastern Florida and southeastern Alabama that there was to be a "lynching party to which all white people are invited."

A member of the lynching party described the lynching in all of its ghastliness, down tot he minutest detail:

After taking the nigger to the woods about four miles from Greenwood, they cut off his penis. He was made to eat it. They cut off his testicles and made him eat them and say he liked it. . . .

Then they sliced his sides and stomach with knives and every now and then somebody would cut

off a finger or toe. Red hot irons were used on the nigger to burn him from top to bottom.From time to time during the torture a rope was tied around Neal's neck and he was pulled up over a limb and held there until he almost choked to death. Then he was let down and the torture began all over again. After several hours of this unspeakable torture, they decided just to kill him.

Neal's body was tied to a rope on the rear of an automobile and dragged over the highway to the Cannidy home. Here a mob estimated to number somewhere between 3000 and 7000 people from eleven southern states was excitedly awaiting his arrival. When the car which was dragging Neal's body came in front of the Cannidy home, a man who was riding the rear bumper cut the rope.

A woman came out of the Cannidy house and drove a butcher knife into his heart. Then the crowd came by and some kicked him and some drove their cars over him.

Men, women, and children were numbered in the vast throng that came to witness the lynching. It is reported from reliable sources that the little children, some of them mere tots, who lived in the Greenwood neighborhood, waited with sharpened sticks for the return of Neal's body and that when it rolled in the dust on the road that awful night these little children drove their weapons deep into the flesh of the dead man.

The body, which by this time was horribly mutilated, was taken to Marianna, a distance of ten or eleven miles, where it was hung to a tree on the northeast corner of the courthouse square. Pictures were taken of the mutilated form and hundreds of photographs were sold for fifty cents each. Scores of citizens viewed the body as it hung in the square. The body was perfectly nude until the early morning when someone had the decency to hang a burlap sack over the middle of the body. The body was cut down about eight-thirty Saturday morning, October 27, 1934.

Fingers and toes from Neal's body have been exhibited as souvenirs in Marianna where one man offered to divide the finger which he had with a friend as "a special favor." Another man has one of the fingers preserved in alcohol.

After he was stripped and castrated Claude Neal was forced to eat his own penis and testicles. As the angry mob of White women, men, and children applauded; he was then forced to exclaim that he liked them.

Social media was understandably outraged. “This innocent Black man was randomly killed by a white supremacist terrorist, and the NY Daily News chose to mention the VICTIM’S record,” Tariq Nasheed tweeted. Even Daily News columnist Shaun King would go on to condemn his employer, writing: “I am utterly disgusted to see stories here in the Daily News reporting the criminal history of 66-year-old Timothy Caughman.”

But the damage was already done, and such treatment of black victims is far from uncommon.

In the case of Trayvon Martin, the 17-year-old shot to death in 2012 by a neighborhood watch volunteer, Fox News criticized the victim’s clothing choices, while the Miami Herald felt the need to dredge through his school suspension records.

A now-infamous New York Times profile of Michael Brown, the unarmed teenager killed by a police officer in Ferguson, Mo., insisted the victim “was no angel,” despite no one ever having suggested he was.

When the LAPD shot and killed homeless man Charly “Africa” Keunang on skid row, this newspaper brought up the victim’s prior bad behavior and published his mugshot on its website.

The day after Chicago police Officer Jason Van Dyke was charged with first-degree murder for the 2014 killing of Laquan McDonald, CNN said on Twitter that the victim had led a “turbulent life” and noted that the teen had been “abused.”

Just one more example: After Otis Byrd was found hanging from a tree in Mississippi in what some feared was a lynching, CNN noted that he’d been convicted of murder 35 years previously. His death later was ruled a suicide.

The inverse is also true: White terrorists or mass shooters are reflexively humanized and shown in shades of gray. Dylann Roof, convicted of fatally shooting nine church goers in South Carolina, was said to have “drifted off track.” He was called a “quiet loner” who was simply “caught in internet evil.”

One major problem, especially in the case of police shootings, is that there’s an information imbalance in the victim’s disfavor: His identity is known, while the police officer’s is sealed. This encourages the media — absent any solid information about the case — to dig into the victim’s past. How else can reporters fill their column inches? The police often will provide the criminal history of those they’ve been accused of killing, while the officer in question hides snugly behind anonymity.

Police departments moreover,often have millions of dollars at their disposal for public relations ,while the families of those killed do not.Law enforcement also has existing relationships with local media,while again the families of those who have been killed have no such advantage

Yet another factor is the undeniable undercurrent of racial bias, both conscious and subconscious. Newsrooms remain overwhelmingly white — roughly 83% — which means those who are responsible for making quick judgment calls about editorial priorities and headlines may fall back on lazy, racist assumptions.

It’s darkly fitting that media coverage is one reason why Jackson, who stands accused of such a heinous crime, chose New York over his native Maryland: “Jackson told police that he picked New York,” CNN reported, ”because it is the media capital of the world and he wanted to make a statement.” As it turned out, New York media provided him better coverage than he probably expected.

Interesting how original riots of violence were characterized by white mobs armed with weapons and viciously killing innocent,established,hard working Afro-Americans .All was quickly forgotten,forgiven,or erased from the annals of history.Fast forward to now,whereby riots are associated with Blacks causing major disruptions against the white establishment .These images are constantly flashed across the media screen and become engrained in t hearts and minds of society .He who controls the image determines the definition!

Dehumanization is the psychological process of demonizing the enemy, making them seem less than human and hence not worthy of humane treatment. This can lead to increased violence, human rights violations ,and genocide.Pulling the Trigger: The dehumanization of the African Americans is the reason for the Police Violence targeted against the Afro-American community .Below is an example of how America used images to dehumanization the Afro-American.
